The Wenzhou National Core Cold Chain Logistics (CCL) Base (WNCCLB) has been included in the list of construction of such bases in 2024 released by the National Development and Reform Commission a few days ago. This recognition follows the city's being approval as a"Commercial Services-type National Logistics Hub (CSNLH)." The qualified public and fundamental projects in the bases will be prioritized for obtaining investments from national budget allocations and from local special bond issuance as well as for enjoying other policy supports.
Located in the Wenzhou Bay New Area and the Wenzhou Marine Economic Development Demonstration Zone, the WNCCLB spans a planned area of 562 mu. It consists of the Wenzhou Modern CCL Center covering 235 mu with a storage capacity of 315,000 m3, and the Ouhu Port CCL Park with a planned area of 327 mu and a planned storage capacity of 430,000 m3. The WNCCLB is the only area in Wenzhou that boasts multi-mode transport by road, railway, air and sea.
In recent years, as the main part of the WNCCLB, the Modern CCL Center has significantly contributed to the economic development in southern Zhejiang, and eastern Fujiang and Jiangxi, as well as city clusters in the Yangtze River Delta region and provinces near Zhejiang. The founding of CSNLH and the muti-mode transport by road, railway, air and sea have produced enabling effects on CCL. All this is promoting the WNCCLB to become one of the most influential and crucial hubs in CCL in the Yangtze River Delta Economic Zone and even nationwide.
After completion, the WNCCLB will promote the aggregation of CCL resources, optimize logistics, and foster integrated development with related industries. Radiating the Yangtze River Delta region and the city clusters on the southeast coast,the WNCCLB will upgrade the seafood trade in Southeast China, and create a one-hour fresh produce circulation circle in Wenzhou's metropolitan area. It will help to form CCL networks with the bases in Zhoushan and Ningbo, and strengthen connections with those on the east coast as well as in Beijing, Hubei and Fujiang. It will also contribute to the development of CCL networks in the countries along the Belt and Road. Additionally, the base will push sales of fresh produce from Zhejiang's 26 mountainous counties to other parts of the country, and also of that in the provinces in the vicinity of Zhejiang,which will boost local economies, generating approximately 200 million yuan of tax revenue annually and facilitating the creation of around 7,000 jobs.
The national core CCL base is a major infrastructure constructed by the state for the areas and distribution centers advantageous in high value - added fresh produce. It is a crucial node in the national CCL networks. According to the 14th Five - Year Plan for Cold Chain Logistics Development, by 2025, China will construct and layout around 100 national core CCL bases. These bases will play their roles in promoting the development of industries with unique local advantage, reducing CCL costs and improve its efficiency by utilizing agglomeration effects, and deepening the construction of CCL service channel networks.(ZhongXin)
