In the first half of 2025, Wenzhou's new energy sector continued its strong growth momentum, with industrial added value reaching RMB 21.77 billion, marking an impressive year-on-year increase of 18.1%. This robust performance underscores the sector's vibrant development and lays a solid foundation for full-year growth.
The success is attributed to the continuous deepening of new energy industry layouts in key areas such as the Wenzhou Ocean Economy Development Zone, Dongtou, and Cangnan. Notably, the Dongtou Core Area of the East China Deep Sea Wind Power Hub has played a pivotal role as a crucial base. The coordinated efforts among these regions have provided stable spatial support for the industry's expansion.
Project construction serves as a vital engine driving sectoral growth. In 2025, Wenzhou plans to invest RMB 6.68 billion in new energy projects, with nuclear power, wind power, photovoltaic (PV), pumped storage, and energy storage projects accounting for RMB 22.341 billion of the annual investment plan. Among these, 36 projects exceeding RMB 500 million each have already commenced, with five additional projects scheduled to start by the end of September, bringing total investments in the new energy sector close to RMB 30 billion.

Offshore wind power contributes over one-third of Wenzhou's new energy output, demonstrating promising growth. Currently, the city's planned capacity exceeds 20 GW, representing more than half of the provincial total. Adopting the"resources + industry" and"introduction + local" models, leading enterprises like Goldwind, Yunda, and Envision continue to play a guiding role, further enhancing the industrial chain. For instance, Goldwind successfully assembled and launched the world's largest 16 MW offshore wind turbine last year, with the first two 4.5 MW units exported to Pakistan. In the first half of 2025, Goldwind achieved breakthroughs in technological innovation and market expansion, including the launch of a fully self-developed 16+ MW floating wind turbine on July 19th. Furthermore, the National Technology Innovation Center Zhejiang Center, led by Goldwind and involving six leading companies and five research institutes, was established in Wenzhou, bolstering the city's leadership in offshore wind power.
Significantly, due to the rapid development of the new energy sector, Wenzhou generated 66.5 billion kWh of electricity in 2024, surpassing the city's total electricity consumption of 62.7 billion kWh for the first time. This historic shift from being an energy importer to an exporter laid a strong foundation for sustained growth in the first half of 2025. As the sector continues to evolve, Wenzhou's energy structure is also improving, with non-fossil fuel-generated electricity now accounting for 19.7% of the total (excluding nuclear energy).
Looking ahead, Wenzhou aims to build itself into a national new energy production center and application demonstration city. The city will continue to develop a comprehensive industrial chain covering nuclear, wind, solar, hydro, pumped storage, hydrogen, and storage sectors, as well as establish a"one core, two regions, multiple points" industrial layout.
